Headlight malfunction - 1996 5.0

Noticed this the other morning on the way to work. I flipped my lights on and the low beam headlights didn't come on. The orange running lights/turn signals/whatever you want to call them were on but the headlights weren't. I flipped the stick for the high beams and they came on.

Any ideas what it could be? I thought maybe fuse but I really don't know. Any help would be great.

Check fuse #3 and #8 on interior fuse panel. If they are good, suspect Lamp Out Module
 












Skipped the fuses and went straight for the LOM and that turned out to be a good decision. It was surprisingly easy to get out, even for me. Here's what I found.

I don't think a simple re-solder will fix that little problem, so what am I to do now? I read on here that the circuit board is discontinued or something and I don't like my odds of finding a used one around here. Do I just go straight to bypassing the thing now?
