That service communication was from 2019, when it seems that Ford was in the early stages of investigating the issue. Have you looked for more recent letters with more info? Ford will typically put out a string of updates as they go through the process of addressing issues.
From the outline, this issue seems like it may be something that could be solved through programming. Ford probably long since released updated module firmware to take care of it, and your vehicle just didn't get the update.
