Heater outlet temperature difference between floor & vent

I just replace the heater blend door actuator in my '06 XLT and noticed that the heater when directed to the vents was not quite as warm as I remembered it. I measured the air temp with a thermometer - both at the floor and air vents in the center console. There's a 12 deg difference. When directed to the floor vent, the temp is 142 deg and when directed to the air vents the temp drops to 130 deg. My suspicion is that the blend door is not quite moving to the full open position. The new actuator is a Dorman 604-209 which is the correct unit for this truck. I also verified the coolant temo to be 192 deg via my scan tool. I also confirmed that the heater bypass valve is fully open and both hoses to/from the heater core are too hot to touch.
