Heater problem different temps on different vents

I have an '04 limited Explorer with dual climate controls.
For some reason air blowing to driver footwell is much warmer than to any other place.
So i will have cool air blowing to passenger footwell, all 4 dash vents and warm or hot air blowing to the driver foot well at the same time.
If you increase or decrease the temp it will go up or down everywhere at the same time, but air blowing to driver footwell will always be warmer (hotter).

If you turn the temp all the way up - all vents blow hot air, if you turn on a/c and turn the temp all the way down - all vents blow ice cold.

Any ideas? Thanks!
 






Pretty sure these electronic climate control cars have the same problem as the manual. The actuators that open and close the flaps that control vents, temp etc. break the plastic arm on the flaps themselves. So you end up with a dangling flap that just blows with the direction of the air.
 






But i don't see any logic, air direction does change with the buttons, so does the temp.
The only odd thing is that it blows hotter to the driver footwell!
