Height after 2" TT

I am trying to figure out if my torsion bars are worn out or if the torsion bars had been cranked already. I was measuring from the top of the 16" rim to the bottom of the fender and had 12" on both driver and passenger sides, 14" on the back after my shackles. I noticed the driver side torsion adjustment bolt had much less thread sticking out than passenger and was able to get 6 full turns out of it. I matched the passenger side by doing 6 turns which only brought me to 13 1/4" on driver side and 13 1/2" on passenger side from top of wheel to the fender. Does anyone know stock height or after a 2" TT from either the center of the rim or top of the rim(16") to the fender? I see people talk about height from the floor alot but that doesn't seem to be relevant in this situation considering tire height and inflation could change that value. Thanks
