Help a girl out w/ a wiring query?

I've come here seeking knowledge -- and I'll readily admit that i don't know a lot about my car, but want to be able to handle the basics myself. Please help with what ails my 92 Explorer XL, which I bought with 95,000 miles in late 99 and now happily drive around with the odometer at 111,000. There have been a few problems, but currently my concern is the fuse(s). During a roadtrip 2 months ago (and during a severe storm if that makes any difference) the fuse controlling the turning signals and brake lights went out. I have replaced this three times since, and each time the fuse has lasted a shorter period of time before shorting. The last time the nice person at the gas station changed it for me I went an entire two hours before it went dead! So... is this something I can handle myself, or can anyone tell me what smart questions to ask the mechanic so he doesn't soak me out of hundreds of dollars?? (I'd bat my eyelashes but this IS the internet)

Welcome to the site...I mhad a similar problem with my 91..I bought it used, someone had added a set of fog lights..Everytime it rained, it would pop the fuse...After several trips to the dealer, I found the problem...
A Relay....It was mounted to low on the fenderwell, it was tied into the lighten jacket..when it got wet, it would short, and pop the fuse...
Think back, if this is only happening when you get your Ex wet, you may have a similar problem...
