I need some help!

I have been installing an EATC unit in my truck, I have all the components installed, and I believe correctly, after looking multiple times.
Everything works perfectly, except when I push the OFF button on the unit it turns OFF 1 fan but seems to turn ON another and only blows through the winshield vent. Im racking my brain trying to find out what is wrong but just cant seem to figure out what is going wrong.

I started with a 1995 EATC, finding it was really crappy looking I upgraded to a 1997 model(or 1998 maybe??). My truck is a 1997. So I pulled the old unit out, disconnecting the relays and hooking the two wires up directly to each other.
Ive been using this review to guide me http://www.cardomain.com/ride/296394/19.

Does anyone have any experience with EATC installs?

It is a direct hook up from the old unit, but after review I saw that that some of the connectors are different, but when I opened up the truck and looked at the wires I only needed to splice it over to change 2 or 3 wires. and it did work when I just plug and played it.

Anyone with any experience or guidance?
