Help I'm Confused

I have a 1994 Explorer 4.0 , 4X4 . It will not crank there are 3 relays not getting power in my power distribution box .1, A/C clutch 2, fuel pump 3, EEC. What activates these relays the PCM or ignition switch . Are there any way to check the PCM? Please help.

I have power to every thing except the 3 relays and i dont know what triggers them
 






I've replaced both PCM and ignition switch to no avail i'm running out of ideas
 






Do you have a wiring diagram? Even the ones in Chiltons are better than nothing (they can be found in the vehicle repair guides at autozone.com).

The diagram for my '92 shows that the EEC relay should have one wire that is always hot (key on or off) as should the fuel pump relay. If you have no power to either of those relays, then I'd go with Brooklynbay, check battery cables and fuses and other connections between those relays and the battery.
 






did you replace the ignition lock cylinder (key switch) or the actual ignition switch (wire loom and connection in the steering column)? the wire loom switch is what sends power to these relays when the key switch is turned to the on position. but yeah.. check all power connections first. i think theres a EEC fuse that is in line b4 the relay in the fuse panel. i might be mistaken though.
