Welcome to the site...

1) Your T-Case must already be in 4x4 High before the 4x4 Low button will work.
2) The Transmission must be in neutral and speed under 3mph.
3) Manual transmission must have the clutch depressed.

Yes I do know this i used it all last year and it work fine i had the a4ld rebuild a month ago but 4Lo was not working befor it went out

I wonder if you have a problem with the neutral switch.. If the 4x4 computer cannot detect the Transmission is in "N" it will not allow the 4x4 low button to function.. How about pressing the 4x4 low button while moving the transmission into "N", maybe wiggling it around will make better contact and allow the shift to occur...

the
neutral switch seems to be working it will start in neutral. I can here the relay in the back clicking when i put it in 4 Hi but cant here anything when trying 4 LOW

Verify that the shift motor is working:

1) Leave the vehicle in AUTO
2) Unbolt the shift motor and make a note of the output shaft's position
3) Turn the switch from AUTO to 4HI and then 4LO
4) Check if the shift motor's output shaft rotated.

I will try that when i bench tested the shift motor i puged it back in to the harnes and it showed that it was in 4Lo but i will try thanks i will try anything
