High idle woes.

My 98 Explorer Sport 4.0, Idles 2500-3000 RPM when I start the
Engine cold or hot. Idles normal after a few seconds. I have cleaned the
IAC valve and checked the voltage and ohms for this and its in Specs.
any advice appreciated. Thanks Tool Box
