How do I get to the top of my fuse block in a 2005 Explorer Eddie Bauer

I need to change the delay accessory relay but I’m unsure how to get to the top of the fuse block. Does it swing down if you remove a screw Any help would be greatly appreciated

When I had to change the flasher in my 2002, I couldn’t figure out if the panel moved. I ended up just reaching up in there and working blind.

There’s no room for a hand in the 05 explorer.
