Often cleaning it will make it quiet for a few drives, then it gets even louder and idles worse. Probably best to just replace it if it is going bad.

would a dirty iac valve couse a power loss

It could cause a rough idle, stalling, and hard starting problems.

the fuel is ok, some times it will take off like a rabbit and lose all power, cats maybe
