How to use fog lights?

I tried mounting mine in a couple diff spots. I havnt moved them yet but seems on top of the bumper is about the sturdiest place. Im gona have to either get some self tighting bolts or cut the back side of it out since its enclosed.

The 2 places Ive tried arnt sturdy (lights bounce) but heres a couple pics...
