I had a 94 with a 4.0 OHV but it has been so long ago. I think it goes to the high speed low drag canuder valve.
I am not quite sure though, it could go to the muffler bearing or Oh yeah I remember now, it is part of the bleed off valve for the Headlight fluid. Make sure you use Halogen fluid only.
