You say "new" motor. Does that mean it wa rebuilt or did you buy a used or new one?

do you have good connections at the starter battery and solenoid? sounds like high resistance....or maybe something is shorted somewhere. check the last link in my signiture. i have wiring diagrams for 91-94. you have to go to another site and download them

I'm assuming this problem is when you are trying to crank the engine, and it's either not cranking or cranking very slowly...

Sounds like there is a bad ground somewhere, and the starter is trying to ground itself through some alternate path.

Check the negative battery cable and make sure it is connected at all points and that the connections are clean and tight. You might want to check the resistance of the cable while you are at it, the explorer battery cables are known to corrode internally.
