I need transmission help.

I have a 1992 ford explorer XLT / 4.0 / 4X4 .the transmission dos not shift into first gear unless i run up the rpms to 2500 to 3500.once in gear every thing work's fine.it down shifts fine. Booth in manual and in automatic.the bans do not slip at all every thing is strong and shift perfect up and down.is it the valve body i rely do not know.thanks for your time.
