yeah, Spring over the axle in the rear(about 5-6" of lift) the front maybe consider a Solid axle swap with leaf springs if you can do all the work yourself it can be pretty cheap.

do you think it would be harder to make new brackets for the ifs or just go with the axel swap?

Go with the axle swap. You will not be a bit dissipointed. If you can fab a lift you can do a solid axle swap for a explorer.

I agree with SkanlaxJMO

where you at that your making it? state ?

How much lift do you want?

A coilspacer & shackle lift will probably run you about $80 and give you 2" or so. With some fender trimming you could get 33x12.50s under there (maybe add a bodylift on it as well).

As for making lift brackets, it can be done, but the asymmetry of the TTB suspension can make it a bit tougher to work with. It might be easier to find a set of used lift pivot brackets already made (reinforce them if needed), and then build the rest of your suspension around those, as the rest of it is easy.

I did this with the suspension on my Bronco II, Aside from a steering kit I used, I have maybe $400 at the most into the suspension on it (coils, Bilstein shocks, extended brake hoses, various pieces of steel used to make the radius arms, brackets, etc.).
By building the rest of it yourself, you can avoid most of the flaws that exist in the majority of the crappy bolt-on liftkits out there too, eliminating the need for an axle swap (the HP D35 TTB axle you have under there now is already quite sturdy, it just needs a decent suspension to support it is all)
