IAC: Quick Fix, or permanent solution?

Hey Guys---
I have a '95 EB and have been reading about these IAC's. Every now and then, my truck will (on cold startup) experience RPM fluctuation--300 up to 1500 then back down, so on and so on. This happened last nite again, but this time, when I started driving it (and was on the gas) it was sputtering---the more gas I gave it, the more it sputtered, but never stalled. I threw it in neutral and rolled down the street a bit, revved it (it was fine), put it back in gear and drove off....not to have the problem again. I've had an intermittent check engine light, and this (even more intermittent) RPM fluctuation. From reading other's threads, I'm guessing it's a combination of O2 sensors and a dirty IAC. Does this sound right? Also, is cleaning the IAC just a temporary fix? Will I have to eventually replace it anyway? Any advice is great!
