In short: If you're already in the area and have a half to full day to kill, go for it! It wouldn't be worth it, to me, to make a special trip out from the Bay Area.

I could spend a whole day out there, but it would be hiking and beach time, not wheeling. There are some 4x4 trails, but I'd wait until the water recedes in June-October. It's about 15 minutes off I-80 at the town of Penryn.

The lake is at max cap right now. Levels are marked with red.

Hiking Trails are well marked. Pioneer trail marker right at the top gate, Avery's pond starts at the horse staging area. No amenities on the way , so everything is pack in, pack out. Both have awesome views and spots where you can pop off the trail and enjoy a secluded beach.

Fishing: My partner says, "to most fisherman Folsom Lake is know as the dead sea. The bite is very slow." It doesn't stop him from going out, though. ;)

4x4ing: There are some good, albeit small, technical trails now, but the time to really make your own trails is in late summer. If I had the truck going now I'd do a couple runs to show you. Found this one (low water):
