identifying a hose in engine bay

Hi all,

Just bought a 2002 Mountaineer, 4.6 V8, about a month ago. As I'm trying to clear a misfire in cylinder 5 code, I came across a couple of hoses located in the engine bay. Passenger side of the bay, underneath the tube that goes from the air filter to the throttle body. It sits between two rusty clamps and is black in color.

On one of them, as seen in the photo, there is a valve/mechanism that has an opening and closing action, but the valve/mechanism, is not attached to anything. In other words, there is no cable attached to operate the valve/mechanism.

Can anyone help with identifying the part and it's purpose. If so, what attaches to the valve?

The HVAC and heating system appears to work fine.

It opens and closes the water flow to the heater and should have a gray vacuum line attached. I'm assuming its stuck open so you'd only barely notice a slight decrease in a/c performance.

Can you tell me where the other end of the grey vacuum line attaches to.
It would make it easier for me to track it down.

Your missing that part. Your's is only half of the actual part.I replaced mine about 4 years ago for about $20. It's a quick job.

I actually found it a Electronic Heater Control Valve.

Pull the coil on number 5 and see if It has any fluid in it, it being the plug well.
 






Cylinder number 5 is the front cylinder on the driver's side of the engine. It is not near that valve. That valve will not cause a Cylinder 5 misfire.
