Idle Issue

This question is hopefully simple. Recently I just put in a new SOHC engine in my 97 explorer. I was driving back to school in October and the timing chain tensioners, basically, exploded. After talking with one of my dad's friends at the local ford dealership we decided to get a new engine from the junk yard. We searched and searched and came across one that seemed to be a good used engine. Everything seemed to be alright, the engine was running great and I couldn't see any issues at all. Although, a few days ago I stopped at the mailbox and got out to check my mailbox. While I was outside my car I noticed that the car was "surging" a little. During the replacing of the engine my dad and I replaced all the parts on the used engine with the ones that I had recently had replaced at the ford dealership (the IAC valve, and some wires). The one thing I did notice while parked in my driveway after returning home, was when I turned my lights off the surging went away. I'm hoping that this does not have to do with my IAC valve because I know for a fact that it is no more then a few months old (early August). If anyone has an idea about what this issue might be, I would greatly appreciate it, and thanks for any help that may be offered in advance.
