^^ Bingo. It's kind of a left-over of the previous-generation Cologne engines. Right before the Explorer came out, they were distributor powered, not DIS. That connector was removed to remove computer control of ignition timing so you could verify it.
There's actually 2 of them on the Explorer. There's one up by the ICM and another further back towards the firewall, by the EEC-IV connector. I'm pretty sure the one by the firewall is the one that allows computer control of timing (Octane Shorting Bar). I think the one up front is the one that controls spark (SPOUT).
