Ignition Switch Signal Missing or Improper

I have a 2002 XLT V8 that has the O/D OFF light flashing when it is first started (still in park). It flashes very fast for more more than a minute, briefly goes solid, then turns off. At the same time, the odometer lights are dim for a few minutes, than they are normal. My first thought was a trans problem due to the O/D OFF light flashing, but my trans guy check it out and it is ok (I had the trans rebuilt in December, it's not the problem this time). The only code he picked up was, Ignition Switch Signal Missing or Improper. My question is, what caused this code to come up and what needs to be repaired. I'm thinking there might be a low voltage problem or a problem with the ignition switch (or whatever reads the signal from the keys).
