The Transportation Equity Act, H.R. 3, is being debated this week on the floor of the House of Representatives. This bill includes funding for the Recreational Trails Program (RTP), with $380 million for trails over the next four years.

With the time frame that our government uses, it would be a decade at least - and by then, we'll see a couple more bills pass and fail.

In other words - all this bill has likely done is stem the tide of those that are affectionately called "tree huggers."
