Intermittent Starting Problem

2001 Explorer Sport Trac
My brother has a 2001 Explorer Sport Trac with an original 32,000 miles. Yes original 32,000 miles. The vehicle has been kept up by obviously not driven very much as he received a company van shorthly after getting it.

He recently has encounter a problem where he can be driving the Sport Trac for 20 - 30 minutes and get out, come back to it after about 5 minutes and it will not start. It turns over just fine but will not start. Now if he simply turns it off and restarts it no problem at all. He has changed the coil pack. The vehicle is not showing any codes. He took it to the mechanic and they could not get it to perform as indicated above. Any ideas what this could be or what he should attempt?

He is very mechanically inclined.

Change the fuel filter if it's never been changed but it sounds like a fuel pump my be in his future. If he cycles the key "ON-OFF-ON" several times will it crank then? Do you hear the fuel pump running when the key is turned to "ON"?
 






I spoke with him last night. He is going to change the fuel filter. It has not been changed. The vehicle has only had oil changes over the past ten years. It has 32,000 miles. He told me it also developed a rough idle when it started normally now. It could be the fuel filter. Will let you know.
