Is the fuel pump failing on my 1995 Explorer XLT?

Truck turns over fine, but engine won't start until in cranks for a few seconds, and even then it's a "slow start" as if it's starving for fuel. If I turn the key "on" (but not so far to actually engage starter) I can hear the fuel pump. If I turn key on/off 2-4 times (I'm thinking to basically build up some fuel pressure in the system), the truck will fire up immediately upon engaging the starter. It seems like I'm losing fuel pressure when the engine is not running: is there a check valve of some sort in the fuel pump assembly that could be failed/failing? I changed the fuel filter hoping that was the problem; 'twas not. Truck runs great once started.

Am I correct in assuming this is a fuel pump problem? The pump is 21 years old so certainly not a surprise. Seems doubtful to me that this would be a problem with the fuel pump relay or the fuel "kill" switch that's supposed to shut down fuel flow after collision; agreed?

Assuming it is the fuel pump, what replacement brands should be avoided? Any reason(s) not to use non-Ford parts? Would love to put the Ford/Motorcraft unit back in there, but they are EXPENSIVE. My usual mechanic/shop quoted 2 hours on labor, so I'm satisfied with that. But, they quoted me $273 for FTG and $258 for Delphi parts, whereas I found significantly lower prices. I have not yet stopped by to see what the assemblies/kits quoted includes, but is it possible they include more "stuff" (e.g., hoses, clamps, etc.) that would make them that much more expensive than the replacement parts I found on rockauto.com?

A pressure test with a gauge is the only real way to diagnose a fuel issue. Injectors could leak too.
 






The '95 has no regulator in the fuel tank. Just the pump and fuel gauge float. The '95 does have a fuel pressure regulator on the fuel rail, but I'm thinking the issue is very likely your fuel pump. At 21 years old it's most likely on it's last legs and is certainly due to be replaced. One brand to stay away from is AirTex. Personally I like Bosch fuel pumps. If your fuel gauge works okay, you only need to replace the pump. I've installed 6 Bosch fuel pumps in the past 2 years and all worked perfectly. I buy them off eBay for $50-$60. Be sure to get one that includes the new piece of in-tank fuel line, FI clamps and the plug-in jumper wire/adapter. You'll also need a few strainer sock.

You should remove your old filter first and compare it to what you find on-line as the '95 shows 2 different style fuel pumps (one is around $100+).

RockAuto shows a complete assembly for a '95 for around $85, but they also show 2 different style pumps.
