is this a broken band?

95 explorer - 4r55e
half to let off the gas for it to shift from 1st to 2nd.
I thought it was the valve body gaskets, so i pulled it off and they were fine.

I looked up in the transmissions to see this... what i think is a broken band?
I can't find the broken piece anywhere, so I was hoping I am wrong, but I don't know how you would adjust it otherwise.

I guess the only way to fix this is a rebuild huh?

Must be broken, because the anchor strut appears to be missing.
