Is this lifter noise? (video)

EX is at 125K miles and was running fine. I needed to park it for 3 weeks. During that time, someone tried to steal it. After replacing the ignition cylinder and jumping the battery, I get this ticking noise. It increases with RPM. Seems a little louder underneath the car than from above.

My research on this forum leads me to think it's a lifter and not related to the attempted theft. I tell that story just in case that sparks a different idea for someone. Thanks all!

Sounds like a lifter to me..
 






Crap! That is loud as heck
How does oil pressure look? Did you check oil level?

They did not attempt to cut out the cat converter did they?

Sure sounds like a bad lifter/pushrod/rocker issue from the videos for sure
 






I with the others. Be sure to check closely for an attempted cat. theft.
 






I thought my lifters were bad prior to the top end rebuild. That is horrific. Usually after warming up the lifters would "settle down" but yours sounds as though it's completely collapsed, that or 410s on the nose about oil pressure. Either way I bet that rocker is mushroomed.
