Is this normal milage?

Mileage also has a lot to do with where you live. This is because there are different blends of fuel for different regions and temperature also. A friend of mine has a home here in the chicago area and one in florida. In chicago city driving he averages 12 on his 02 v8 and about 15-16 on the road. When driving in the city in FL he averages about 14 and 17-18 on the road. He even averages about 17 going through the mountains on the trip down there. I also average about the same as him in my 03 v8.
 






In my experience, 13 mpg is about normal for SHORT TRIPS (cold engine) with in-town driving on a stock 4.0 OHV engine in an Explorer.

If you do some mods you'll get about 13.5 to 14, but that's it.

If you really baby it with mods you'll get 14.5 to 15.
 






Recommended PSI is 30 front, 35 rear.. actually...
But I don't think 35, 40 is too high for my X.
I don't feel any difference between 30, 35 and 35, 40.

And...
Madison is very small city to me.
I lived in Seoul, Korea(20 million area) and in Bay Area, California(5 mil.).
Madison's population is just 200,000... and traffic is always light unlike Seoul or San Francisco.
So... I am happy I can get anywhere in Madison in 10 minutes.
This is the one big reason that I chose this city and school.

My 94, 97 and 02 4x4 Explorer 4.0 L all got around 13 mpg in town and around 20 mpg highway. the 97 and 02 had the sohc and had more power than the the 94. But all three got the same milage.
