Im quessing my front shock or is that a strut? is leaking?

Hard to say since a lot of the area seems to have a light oil look to it including the lower arm (you need to be looking higher up where the two halves meet). Do a bounce test on that side and see if it is still working correctly. If not, then you have your answer.
