Little flow from vents

I am trying to find out why there is little air flowing through the vents even with the setting on MAX A/C. I have checked the actuator and it is working. It goes between air and heat no problem. When increasing the fan speed you can hear the air but very little air is coming from the vents. I could use some help.

I had this same issue. Making lots of noise, but not blowing very hard.

My mechanic was able to reach his hand up into the blend door and found it was clogged with leaves/debris. He pulled them out by hand and repositioned the blend door, and now the air flows substantially better.
