Low Voltage to EVR

I have a 95 with a 4.0 and My check engine light keeps coming on after about 3 to 5 minutes of driving
I checked the codes and it tells my that I have low voltage going to the EVR that controls the EGR
When i checked the voltage it is 9 volts but is suppose to be 12 volts. Does anyone know where I can go from here?
My 91 T-Bird has 12 volts going to the EVR So I am sure that the Explorer is suppose to have it as well.

voltage problem

i believe i am having the same problem. the check engin light came on after awhile and woulndn't u know the pdfe sensor took a sh*t on me again. looks to have water in it so will be changing it out this weekend. there are loads of threads on pdfe sensors chech it out:D
