Lower brake lights won't work

Replaced fuses, bulbs and the switch under the pedal...

Any ideas?

Indeed, the lamp out module is the only thing between the splice that feeds the rest of the stuff (like the CHMSL) and the rear brake lights. Common issue.
 






well you need to do some testing with a meter.... instead of just replacing parts. Without testing, you don't actually know if you are chasing a voltage issue or a ground problem.

Having said that, your likely problem is your MFS switch... a few posts have found this problem in the past.... of course, it depends on the options as others have mentioned. Anyways, a meter will certainly help focus your journey.
 






Your high stoplight works, right? If so the fuse(#13) and pedal switch are fine. Power leaves the pedal switch on a light green wire when the pedal is depressed. This wire goes to a splice where the power is split between the low stop lights and the high stop lights. The wire to the high stop lights (light green) goes to fuse #2, and then to the high stoplight. The wire for the low stop lights then goes to the lamp out module. It enters the LOM as a light green wire. Power then leaves the LOM on a red wire with a white stripe on the way to the low stop lights. If when you step on the brake pedal there is no power in this red/white wire, the LOM is the problem.
