If the hub is set to unlocked but is still locked, then most likely. I don't have much experience with manual hubs (I put Warn manual hubs on my Ex, but never had them break), but maybe it is rebuildable. Someone else will know for sure.
Pull the wheel - the hub slips right off. See if the axle shaft turns freely. It should if the T-case is in 2 high.
Some times people pack those hubs full of grease and that messes then up. Clean out all the old grease and see if it frees up. It might also be on its way to exploding.
Is it a Mile Marker by chance? They tend to swell up before dynamiting...
