Max A/C on '05 Explorer

it's taken a year of sweating and 2 unsuccessful trips to the mechanic. i finally pinpointed an AC issue and would like to see if anyone knows exactly what may be the problem. my a/c has never cooled off the cabin. when i switch my A/C over to "max a/c" you don't hear or feel any difference. what i found was behind my glove box there is a flap that is supposed to close off an external air intake. that flap is not closing when i switch to max consequently letting in external air. i was able to manually close the flap for a short period and before i knew it the cab was cooling off like never before. any ideas where i can look at to find whats causing the problem? my guess is, a bad actuator or connection(s)?

Do you get cool air in just regular ac mode? I'm thinking it's probably your blend door if it's anything like the 2nd gens. It's the piece that switches from heat to cold.
