Max a/c recirculating mode help

Hi Gang,
when I turn my A/C switch to Max it does not seem to be any different than regular A/C. Through this forum I learned how to remove the glove box and behind it I could see the Door that is meant to open and shut when you turn to Max A/C. below that is an actuator or valve. (sorry I cannot work out exactly what it is called) that has an arm connected to this door. switching between Max A/C and regular seems like it should move this arm but It does not.
I was able to with a bit of pressure force the door open and when I switched the A/C to Regular it did seem to activate the valve and try and pull the door closed. I disconnected the arm and there is no resistance on the door, it opens and closes freely with the arm disconnected.I reconnected the arm.When I switched to Max A/C it did not seem to try and open it but I did notice that at the base of the arm there was some movement as If something inside the valve was trying to work.
Could this be an indication that this valve is broken or can anyone suggest a way I could test the valve to confirm its condition.
I did a search and found a part that appears to be the valve I am talking about , I tried to add a picture of it in this post but could not actually work out how to do that.
It seems the part is identified as Motorcraft YH1678 Control Valve Assembly.
If you do a search it should be clearer than my poor attempt at describing.
Meanwhile all my vents seem to work fine when I switch between them. The temperature does change in all positions when I turn the thermostat.
However I did read here that the temperature should not change when you are in Max A/C. In my case the temperature does change in Max A/C, if that gives any indication.
