monroe arc shock replacment

I just received my replacement ARC shock for my truck monroe 40006. It is the replacement air shock without the electronic ride control. When I shake the shock I hear liquid sloshing around.... Is this normal?

The plain shock that air shok is built on is a cheap hydraulic non-pressurized shock. Yes it is normal.
