Disconnect all lamps which do not work. Place headlamp switch in Parking Lights ON position. Measure voltage between inoperative lamps one at a time, between harness "hot" wire and ground. If voltage is found 10 V or more, repair circuit 1205 (black), the ground circuit.
If no voltage is found, repair circuits14 (brown) and 109 (violet/white), the two feed power to all park lamps and license lamps.
IMO, it is very unlikely that both 14 and 109 would go bad at the same time. Therefore I would go for a loss of the ground connection to the lamps which are out. It is possible to bite through the insulation of the black wires feeding those lamps, solder a wire onto them, and connect it to the body nearby to effect a new ground. imp
