Need some advice!

Greetings!

I own a 94 explorer xlt and I love this beast. The other day I took my two right side wheels and tires to be replaced with two new tires at a local franchise wheel and tire place..
I know for a fact that my 4x4 center cap for the front wheel was still attached to the wheel when I gave it to them. When I went back to pick it up, that front center cap was missing. When I asked the shop about it, they said that they would look around for it and give me a call. They said that it was no big deal driving without it, as long as I don't put it in 4x4..
10 miles after I drove on it (without ever using the 4x4), the wheel and hub completely exploded from the car. The caliper broke in half. There is considerable damage to the truck. Luckily I was on my own street doing 10mph instead of on the freeway doing 70!
When I called the shop back again, They said that they could not find it and therefor the front 4x4 cap must have accidentally fell off when I removed the tire, and I misplaced it.
I don't believe that for a moment! I know it was still on there. An investigation is pending..
My question to anyone who can help me is 1) were they correct in telling me that it was ok to drive with that piece missing, and 2) could that 4x4 cap have fallen off just by me removing the wheel from the car?

I don't have a picture to prove it! I asked if they have surveillance cameras to show that it was on there but they said they don't..
