A few weeks ago I installed a new thermostat base and housing along with a new thermostat and o-ring/gasket on a 99 Explorer 4.0 SOHC. Now the dam thing is leaking/seeping at the housing. I don't understand how this dam thing is leaking?? The bolts are tight and after I installed it, there were no leaks at all, but now the dam thing is leaking. Could it be the o-ring? I installed the o-ring dry, could that be the reason why it is leaking because I installed the o-ring dry?

Below are the parts I bought

I'm afraid it could be several things. Pressure test it if you can. One example I recently had a housing with a defective sensor port.

I never install O-rings dry. I like to coat them with a little Vaseline to make sure the stay put and are able to seat properly. can't say if that's what's causing your problem though.

Tourqe the bolts to I believe 8ft lbs. And wet the o ring

I had the same thing happen just recently with the orileys parts... I ended up having one that had a stripped out bolt hole.
