Unbolt the seat and see whats going on. You can operate it even with the seat unbolted as long as the connector is still hooked up.

welcome

the forward and reverse motor might be shot

I just dealt with the same problem in my '97 Mountaineer. I found that it was the sliding mechanism that allows the seat belt buckle to move with the seat that was binding it up. It's right down there next to the console, but it collects a lot of gritty dirt over the years. I ended up removing the seat, flushing the gunk out with solvent, then giving it a light coat of white grease.

Hope this helps.

Im guessing hes right with the prob. Prolly the motor. Check the wiring if its ok then replace the motor. Lube the track while you have it apart as well.
