no crank no start full power

2004 ford explorer xlt
okay so i have a 2004 explorer xlt. i had to take it to dealer to get something done with the PAT system in order for the dang thing to start. took care of that. luckley for me i work at a volvo dealership and i get employee pricing because we are sister stores to the ford and many others. but forget about that.

I drive back to my shop from the dealer and getting the PAT Stuff done so i can put a ball joint in to pass inspection. ive started it a few times to just have it running because it sat for a year. So i finally get the chance to put the ball joint in and BAM it happens....WON'T START. i figured the battery was dead because it sat for long. bought a battery and BAM...nothing happened. lights in the dash are on radio and everything running so i have power....but when i go to start it nothing happens...when i turn it to the on position i hear a feint tapping noise from under the hood somewhere that is rabidly tapping but not loud. doesn't disappear when i try crank either it just tap tap tap tap tap tap tap tap or a clicking clicking sound type stuff. terminology isn't that great i know tap is different from clicking kinda sorta. but thats what im hearing. so like i said i have power but won't start or crank. i tried jumping the starter by touching the 2 connectors together and it did start cranking the engine but i was alone so didn't have anyone to turn the key while i was jumping the connection. SOOOO WHAT DO I DO>? can't be the PAT system again right? no theft light comes on except the red light in the center of the dash...that blinks fast. but IDKKK please help!!!!!!
 






Fast blink means bad PATS. Not recognizing key.
 






i just had that done though like literally 2 weeks ago =(.....is there maybe a different problem going on ? and if i bring it back to the dealer they should cover it right?
