Bod so can I run a wire to the negative side of the battery should that be ok or cut the wire at the EATC and put a switch on the side of the panel (also if U can explain the tern GROUND to me )
Automobiles use a "body ground" system - current flows from the positive side of the battery thru fuses, wires, etc. to the "load" and then back thru the metal body, engine, frame, etc to the negative side of the battery. The negative side is referred to as the "grounded" side. Therefore, you can "ground" the wire coming out of Pin 17 on the EATC plug to almost any convenient piece of metal around the plug behind the dash. You don't have to run a wire back to the negative battery terminal.

Is normal when u touch the EATC to be hot? No - at least mine is not!! and
my wheel has controls for the heater, fans, radio and cruise control I took then out because they were bad well not all the temp and velocity of the fan were ok Wow - that might be causing a problem - not sure how those switches interface with the EATC control unit. My suggestion - go ahead and put a temporary jumper to ground Pin 85 of the blower relay socket. Don't bother to cut the existing wire. If your blower now works properly, you have confirmed that the EATC unit is causing the issue and that grounding that PIN 85 fixes it. Then you can decide if/how to fix.Good luck.
 






you have done a lot testing BUT did you check that you have a ground coming into the module also. Not sure how easy the unit comes apart but it might be just a broken pin at the connector.

Budwich has a good thought. Based on the wiring diagram, the EATC unit also controls the blend door actuator and the rear blower motor relay by putting grounds on them. If those things are also not working, a problem with the EATC ground itself (Pin 3, BK wire) would be a possibility. Good luck and make sure you share with us when you find the solution - inquiring minds want to know!
