No heat/bottom radiator hose not hot

Just replaced the radiator, thermostat housing with new thermostat, new coolant temp sensor, and new heater control valve. I still have no heat in the truck, and the bottom radiator hose is significantly cooler than the upper hose. On the heater control valve (it’s the 4 port) all 4 ports are hot, so hot I can’t hold them for more than 15 seconds so that leads me to believe the heater core isn’t plugged up, but when switching from ac to heat the valve doesn’t ever move. I tried zip tying the valve open, but still no heat. I looked at the blend door actuator thingy that seems to be the biggest cause and I can see it actuate with no clicking, maybe the gears are entirely stripped who knows. The only thing I can think of is there’s a vacuum leak somewhere and it won’t open the control valve, and the water pump isn’t pumping enough pressure to circulate the coolant everywhere it needs to be. Any help is appreciated, trying to fix fast before the cold weather hits too hard.
 






Might try anyway to disconnect the heater hoses and blow some compressed air or garden hose into one side and see what comes out the other.
I had a 2004 Volvo where the PO mixed coolant types and my heater core was packed with some weird goo plugging it all up.

Today while we had down time at the shop (I work at a Kwik Kar, getting experience to be able to get my ASE cert) I pulled it in and then took out the blower motor controller to see if it went it’s full swing, and while it’s out it does. When it’s in it moves maybe an 1/8th of an inch. I put a screwdriver in the slot and it doesn’t budge, so my assumption is the door is jammed up somehow so I gotta take the dash out sometime next week and take the hvac system apart and try to fix that/jb weld it if something’s broke.
