No high beams or fog lights

Just bought a 09 explorer. It has no high beams or fog lights. Low beams are blue lights. I take it someone installed hid lights incorrectly? Can I install stock bulbs to fix this problem? Or would it be cheaper to install some kind of resistor?

straight HID kits do not have high beams unless you buy the mechanical kit that tilts the bulb or a bi-xenon kit.... you can remove the kit and replace the H13 bulb, the fogs are not linked to the headlights so you might have both H10 bulbs burnt out.... HID kits are plug and play you should not have to do anything but unplug 2 pigtails remove the bulb and replace the H13 bulb in the first pigtail and pop it into the headlight housing
 






I checked the fog lights and it looks like the po put led in. Do I need to put stock lights in? The blue lights they sale at the parts house, is that hid lights? Sorry, I don't know much about them lights.
 






most likely not HID's.... those kits at a real store will cost over $100 what price are they? HID's will have a ballast and a bulb that looks nothing like a regular bulb
 






Ok, yes I've got just the blue halogen bulbs for the headlights. I'm pretty sure the fog lights are leds tho. I'm going to replace them all with just plain stock lights to see if that fixes the problem. If I had the owners manual I would check the fuses. I'll check around for that also.
