no overdrive no converter lockup

I have a 94 ranger 4.0 4wd xlt transmission works perfectly except no overdrive and no converter lock up. The cruise control is also inopperative.
here is what I have checked so far.

took to local autoparts store and ran a code scanner-no codes
checked vss signal seems to be perfect gives an ac signal that increases with speed.
I did visually inspect the wiring seems to be intact.
Payed the local ford dealer for diagnosics which came back with nothing. They said that they checked all the sensor and the brake switch.
The ford man said there was no way for him to turn the solenoids on and off on this model to check them. He confirmed that the computer is showing no codes.

I know that this info may be covered in other posts, but when I tried to search I came up with hundreds of posts and I couldn't figure out how to find my problem please Help!

A couple of things I'd check.

1) Where in the circuit did you check the VSS signal? Are you reasonably certain the VSS signal is reaching both the PCM and the cruise control module?

2) How about the Brake (BOO) switch? I can't think it through right now, but is there a fault in this circuit to both the PCM and the cruise module? BOO switch is also used by both computers.

These two ideas assume that the same fault is causing the cruise and transmission malfunctions. If they have independent causes

3) check the power supply to the transmission solenoids. They share a common power supply and are ground side switched. When both 3-4 shift and TCC lockup are not working, check for power to the solenoids (a wiring diagram will help. Even the one in Chiltons/Haynes is adequate).

4) for the cruise, check for vacuum to the cruise servo. check for a bad/disconnected dump valve on the brake pedal.

I checked the vss signal at the cruise module. Where would I check for it going to the computer? I am not even sure were it is located.
