That click is the blower motor speed controller. The EATC doesn't use a resistor like the manual controls, it uses a transistor/relay combo to control motor speed. With the heat/ac on you should have +12v on the pink/white wire at the blower motor connector. If you have +12v there than the speed controller is probably bad. If you don't then the blower motor relay is not energized.
