No spark advance

I have a '94 explorer. I ran the engine timing test described in the manual that came with my code scanner. The manual says to disconnect the SPOUT connector before checking the timing. I found what I think is the SPOUT connector on the passenger side, behind the power distribution box, next to the diagnostic connector. It was a squareish grey plastic jumper. Does this sound right?

Anyway there are two problems: The base timing is higher that 10 degrees with the SPOUT disconnected. Also, after replacing the SPOUT jumper, there is no change in timing advance when the engine is revved.

Can someone tell me if I correctly identified the SPOUT,
what to do about the base timing, and whether I
should see a change in timing advance when revving
the engine?
