Not sure if it's the same thing, but I have a very high pitched whine that (I assume) is coming from the fuel pump in my '96...sine the pump is in the tank, maybe that's what you are hearing. This has been occuring for 1.5 years, and it only does it when cold...stops after running for about 10 minutes. (Doesn't do it at all in the summer.) I worried about it for the first six months, even considered swapping out the pump...then decided the hell with it.

Anyhow, that's my stab at it...hope you get it figured out.

Its your pump. When they age they will start to whine. While they may still run fine, the pressures the pump will be putting out will not be correct. If you were to change the pump, you will find better performance and fuel economy. May only be marginal though, till they get real bad. When mine start to whine, I start thinking about replacing. I don't want to have it quit out in the middle of nowhere. Just my 2 cents.

Here's my 2 cents on the topic. I have the same problem, a really annoying high pitched whine coming from the fuel tank. This was starting to worry me as well, so after a few months a I replaced the fuel pump for a couple of hundred bucks. It was fine for a total of 3 days, then it started whining again. Not the exact SAME whine, but the same thing. I almost think it's supposed to do this it's so common. Mebbie it's something else, but all I can say is, don't shell out the money because your fuel pump is probably fine...

Does yours stop whining after its been running for a while? Mine does, and it only does it when the outside temps are below 40 degrees or so. Anyhow, thanks for the advice...I think I'll save my $$$$ for now, but the next time its in for any service I'm gonna have the pressure tested.

eric,
mine does the exact same thing now (the whining below 40^). i was going to buy a fuel pressure gauge, but it costs almost as much as the regulator itself. so i might end up buying the regulator and go from there.

I saw a quick fix for the whining FP in Petersens 4x4. Put a Quart of 2stroke oil in a 1/2 to 1/4 tank of gas. It will lubricate the internals of the pump. Don't worry, I asked my bud the Ford tech and it ill do no harm to your fuel system. It's worth a try, 99cents is much less than a new fuel pump.

As far as the cold weather whine goes....are you sure it's the fuel pump? When my truck is cold it whine till the belts warm up and become more flexible.
