Noise when heat is full blast

I replaced the blend door actuator and after that when the fan is set to the highest setting there is a whistle. I have manual air. It doesn't do it with cold air or a/c. Also the heat only seams to come out of the center vents and not the outside vents. Any ideas?

Also forgot to add if I turn the heat back just a little it goes away so my guess it has to do with the blend door. It gets really hot so my guess is that it just isn't closing the door fully
